Explosive Petition by Francis Awino Seeks Removal of Energy CS Wandayi Over Fuel Scandal

A petition filed by activist Francis Awino has escalated into a high-profile governance dispute, calling for accountability in the energy sector and the removal of Energy Cabinet Secretary , following allegations tied to irregular fuel importation and alleged intimidation of critics.

An eyewitness account linked to the case claims Awino was chased and brutally assaulted by suspected goons outside Nation Centre in Nairobi during a press briefing. The witness says he was attempting to seek refuge inside the media house when he was blocked and left vulnerable, an incident that has intensified concerns over the safety of activists and journalists.

Following the attack, Awino has filed Petition No. 230 of 2026, presenting himself as a “citizen mtetezi” and seeking urgent court intervention. The petition demands the immediate suspension or removal of the Energy Cabinet Secretary, alleging links to governance failures and a broader conspiracy in the energy sector. It also raises concerns over transparency in fuel importation and accountability in public office.

The petition further seeks protection for whistleblowers and public interest advocates, as well as investigations into those allegedly involved in the assault. Awino argues that the violence against him reflects an attempt to silence scrutiny and suppress constitutional freedoms.

In his way forward, Awino is urging the court to expedite hearings, enforce constitutional safeguards, and ensure independent investigations into both the alleged assault and the energy sector claims. He insists that accountability must begin at the highest levels, including leadership in the Ministry of Energy.

He has also called for calm and lawful civic engagement, stressing that any public pressure will be conducted within constitutional boundaries, including court processes and peaceful advocacy.

The case has now evolved into a broader test of Kenya’s governance and rule of law, placing scrutiny on public officials, the protection of dissenting voices, and the integrity of the energy sector as the court prepares to hear the petition.
